Business Permitting

Reform Change of Use Rules

"Changing 'Change of Use' – We'll reform the City’s existing Change of Use rules to ensure that low-risk businesses can occupy existing spaces faster, saving small businesses money, and ensuring that enforcement focuses on safety – not just more paperwork. These reforms will address licensing, upgrades, occupancy, zoning, and new development all in one place."

Economic Growth

Restore the Business & Investment Office to engage, support, and scale Vancouver businesses

"Restore the Business & Investment Office – Under Ken Sim, Vancouver has lost its economic leadership, as well as its dedicated office to engage, support, and scale the businesses that provide Vancouver with its comparative advantage. OneCity will build a new Business & Investment Office, funded at $3 million, while working to reform, fund, and stabilize the regional Invest Vancouver so that Vancouver’s BIO will have a partner they can count on."

Create an Entrepreneur Liaison Office to help small and medium businesses navigate permits, licensing, and funding

"An Entrepreneur Liaison Office – Right now, Vancouverites who want to start or grow their business too often feel like the City is tying their shoelaces before they even leave the starting blocks. Entrepreneurs need a straightforward way to meet reasonable regulatory requirements and access programs, so they can build their dreams. OneCity will establish an Entrepreneur Liaison Office with dedicated staff who actively help entrepreneurs and small and medium businesses looking to start, relocate, or expand in Vancouver to navigate permits, licensing, and funding across every level of government – not just City Hall."

— Onecity's Local Economy Action Plan, 2026-08-17

Start a pilot program to prioritize using City tax dollars at Vancouver businesses instead of non-local businesses

"Buy Vancouver, Build Resilience – In a time of economic uncertainty and trade disruption, Vancouver needs to build resiliency, and resiliency starts at home. OneCity will establish a three year procurement pilot - Buy Vancouver - which will ensure that City tax dollars prioritize buying goods and services in Vancouver, and supporting business and good jobs across British Columbia and Canada. Buy Vancouver will drive local business growth, and build resiliency by integrating the Canadian supply chain and redirecting away from dependence on foreign multinationals."

— OneCity's Housing For All Plan, Retrieved 2026-10-03

Government Procurement

Replace cheap government contractors with responsible contractors (fair wages, safety, local hiring)

"A Good Jobs Procurement Standard – Vancouver tax dollars are currently going to whoever bids lowest: contractors cutting corners on wages, safety, and training, with the costs landing on residents relying on hollowed out services. Cheap contracts often hide expensive problems: contract-management costs, lost institutional knowledge, and weaker accountability. OneCity will reward fair wages, responsible contractors, apprenticeships, safety, and local and inclusive hiring – not just the lowest upfront price."

— OneCity's Local Economic Action Plan, 2026-08-17

Create a system to give Micro-Grants to Small Businesses

"Small Business & Community Micro Grants – Vancouverites have dreams, drive and ambition. Too often, what they lack is the seed capital to get started. Vancouver currently lacks any citywide direct-to-business micro-grant system that would close that gap. OneCity will create a tiered micro-grant system that will help start, scale, and secure built-in-Vancouver businesses, administered by a non-partisan committee of business, labour, and community representatives so that the impact supports real opportunities for Vancouverites."

Worker Rights, Wages, and Safety

Create a Labour Partnership Table

"Too often, the people who experience unsafe conditions, understaffing, and service failures are only taken seriously after those problems become crises. OneCity will establish a Labour Partnership Table, bringing Council, senior staff, and the unions representing City workers together every quarter to solve problems before they reach crisis and centre the expertise of the workers who power the frontline services Vancouverites depend on"

— OneCity's Labour Day Manifesto, 2026-09-07

Pay City Employees a Living Wage

"Bring Back the Living Wage. A worker paid the City's current Fair Wage of $25.04 an hour earns $2.81 less than the real 2025 Metro Vancouver living wage of $27.85, cheating them out of $5,100 a year for a full-time worker. William Azaroff and OneCity will recertify Vancouver as a Living Wage Employer and invest in the cleaners, security guards, and maintenance staff who keep our city running."

Energy-Efficient Buildings

Reduce the cost for heat pump permits

"Under the City's current 2026 fee schedule, replacing a gas appliance with another gas appliance costs as little as $67 in permit fees, while switching to a low-carbon, efficient heat pump costs roughly $767 once mechanical and electrical permits are combined. OneCity will introduce a flat, low-cost, and streamlined heat pump permitting pathway for homeowners so choosing clean energy never costs more than sticking with gas."

Directly install cooling, air filtration, and heat pumps for high-risk residents

"The City will directly install cooling, air filtration, and heat pumps in the homes of Vancouver's highest-risk residents, rather than relying on cooling centres and onerous rebate paperwork. A OneCity progressive government will address the roughly 500 high-risk homes at an estimated gross cost of $4 to $7.5 million, with net City costs reduced by stacking BC Hydro, provincial, federal, and non-profit funding."

Explore the idea of public ownership of Mobi and options to expand Mobi to more neighbourhoods

"Explore public ownership of Mobi, Vancouver's bike share system, to protect it from the financial instability currently threatening its future

Mobi is currently under real financial strain, facing an aging fleet, mounting competition, and end-of-life equipment costs it may not be able to cover. OneCity believes a system that so many Vancouverites rely on for getting to work, school, and transit shouldn't be left to fail or be quietly sold off – it should be protected as public infrastructure."

— OneCity's Connect Vancouver Plan, 2026-09-13

"Saving Mobi – Mobi’s future is precarious. We’ll look at options to save Mobi and have it belong to Vancouverites, so we can expand it to more neighbourhoods – like South Vancouver – and make it accessible for more riders."

Introduce a storm-sewer fee so that property taxes don't have to pay for storm and sewer infrastructure

"Introducing changes to storm water fees – Right now, property taxes pay for storm and sewer infrastructure. That’s unfair. We will introduce a fair storm sewer fee based on the size of your lot, so condo owners and renters will pay less, not more. Property taxes that used to go to storm infrastructure will go to our parks and community centres instead."

OneCity is the only party that will fix and finish the Vancouver Plan. We’ll legalize single-stair buildings across Vancouver so small homebuilders can build more house, on smaller lots, for less money. OneCity will allow four-floor buildings with corner stores everywhere and six-floor buildings with services near city centres. After-School Programs

Add after-school care to a proposed new Kingsgate Community Hub

"Turn Kingsgate into a Community Hub – Kingsgate Mall is on some of the most valuable land in the province. But it has sat aging and underutilized for years as homes, good jobs, and transit are built around it. We can dream big and re-imagine how Kingsgate can be the heart of the city.

The OneCity School Board Team will keep the Kingsgate land in public ownership and transform the site into a bustling Community Commons in partnership with Host Nations and the OneCity Park Board and Council teams to create:

  1. A New Public School – We will build a badly-needed new school with a vertical flex space for the growing neighbourhood.
  2. [...]Complete Services – Co-locate a complete set of public services so Kingsgate can be a community hub for a new community centre, licensed public, non-profit and Indigenous childcare, including before- and after-school care. "

We’ll make sure the Park Board keeps the revenue it earns, instead of losing it to the general city coffers and we’ll launch a low-cost, low-risk gift shop program in some parks that give Vancouverites a way to support the parks they love without a single fee going up."

We’ll legalize single-stair buildings across Vancouver so small homebuilders can build more house, on smaller lots, for less money. OneCity will allow four-floor buildings with corner stores everywhere and six-floor buildings with services near city centres. All these changes will make new housing of all kinds permitted – not required. No more heavy-handed planning. Cultural Spaces & Venues

Simplify approval for small cultural and community venues

"Simpler approval for small cultural and community venues – rehearsal rooms, art studios, galleries, community kitchens, and maker spaces treated as core parts of a healthy neighbourhood."

— OneCity's Good Business Starts at Home Plan, 2026-08-12

"Arts and Culture Everywhere – Opening a small cultural venue or community space can take years, even when your community would be better off with it open right now. We want to save you from the seemingly endless permit queue and give you a path to approval that takes mere weeks or months."

— OneCity's Local Economy Action Plan, Retrieved 2026-10-02

Create a Small Cultural Venue License

"Vancouver currently has no real regulatory category for the small, ongoing venues where much of the city's grassroots culture happens — artist-run dance floors, drag venues, comedy joints, and rehearsal spaces that don't fit neatly into rules built for bars, expensive nightclubs, or big theatres. The result is a "missing middle" for how the City licenses the venues that make Vancouver fun. Too many venues are forced to operate extra-legally, or shut down entirely, disproportionately impacting younger, queer, racialized, and working-class artists least able to afford hefty fines or gain access to established venues.

The Legal Pathway for DIY Arts and Culture Venues will create a new small cultural venue licence category with risk-based safety requirements, a compliance-first approach that helps operators collaboratively fix problems instead of being forced to shut down, a dedicated Venue Navigator who will guide small operators through fire, building, and zoning requirements, and a code-compliance grant stream to fund the critical fire and building safety standards that working-class artists can't afford on their own."

— OneCity's Vancouver Backstage Pass Plan, 2026-09-03

Create a Cultural Space Security Program to protect small cultural spaces against being shut down

"Vancouver has already set a target of 800,000 square feet of new or protected affordable cultural space over ten years. However, rising rents, short leases, and redevelopment pressure continues to push out artist studios, rehearsal rooms, and galleries, hitting Indigenous, racialized, queer and trans, disabled, and youth-led cultural organizations hardest.

The Cultural Space Security Program will create an annual cultural space inventory to track what's being lost, a no-net-loss test requiring replacement or relocation support when redevelopment displaces cultural space, expanded grants for accessibility and safety upgrades, and a requirement that major rezonings and public land projects actively consider cultural production space."

— OneCity's Vancouver Backstage Pass Plan, 2026-09-03

Create an Independent Vancouver Arts and Culture Council to adjudicate civic arts grants

"Right now, every civic arts grant in Vancouver ultimately runs through City Hall and Council approval, leaving public funding for artists and cultural organizations vulnerable to political priorities, budget instability, and the perception that grants depend on who's in office rather than the quality of the work. Toronto, Calgary, and Edmonton have all already moved to independent, arms-length arts councils to solve exactly this problem.

OneCity will create a Vancouver Arts and Culture Council — an independent, sector-led agency governed by a board with arts, culture, equity, and Indigenous expertise, responsible for adjudicating civic arts grants through peer assessment. Council will continue to set the overall funding envelope and policy direction, but individual grant decisions will be made by the sector, not by politicians. "One Britannia – We will enact a plan with City Council, Park Board, and other public and community partners to rebuild the entire 18 acre Britannia site as one integrated public campus with:

  1. [...]Affordable Housing – We will always prioritize building non-profit housing on public lands. One Britannia is no exception. Our plan will include plans to build new non-profit, permanently affordable homes for workers and families."

Building Maintenance & Occupant Health

Directly install cooling, air filtration, and heat pumps for high-risk residents

"The City will directly install cooling, air filtration, and heat pumps in the homes of Vancouver's highest-risk residents, rather than relying on cooling centres and onerous rebate paperwork. A OneCity progressive government will address the roughly 500 high-risk homes at an estimated gross cost of $4 to $7.5 million, with net City costs reduced by stacking BC Hydro, provincial, federal, and non-profit funding."

Housing Accessibility

Build 4,000 affordable homes

"4,000 Affordable Homes Built by the City

A city-run People's Builder will build 4,000 family homes on land the city already owns: housing by Vancouver for Vancouverites. The City will guarantee loans, draw in federal funding, and put in capital to build faster and cheaper on city land. When a project returns money, that money goes straight into the next project, so every home helps build more.

In October 2025, Ken Sim and ABC asked council to create a new public corporation to build roughly 4,000 market rental homes on six city sites and extract expensive market rents from Vancouverites. OneCity Councillor Lucy Maloney voted against it, and it failed. We’ll bring it back, but this time, affordable homes for and by Vancouverites."

The OneCity School Board Team will keep the Kingsgate land in public ownership and transform the site into a bustling Community Commons in partnership with Host Nations and the OneCity Park Board and Council teams to create:

  1. [...]Affordable Rental Homes – Utilize Kingsgate’s vertical space to build more affordable and subsidized rental housing in a neighbourhood that needs it."

OneCity's Statement on the Vote Palestine Pledge

"OneCity's values are simple: safety, equity, and opportunity for everyone. In 2024, our party spoke publicly about the attacks in Israel and the war in Gaza. As candidates, we think Vancouverites deserve to know where we stand now.

Candidates in this election have been asked to sign the Vote Palestine pledge. It has four parts, and we want to answer each of them plainly.

1. Condemn the genocide

We do. OneCity's candidates and campaign team unequivocally and unanimously condemn the genocide in Gaza, as we condemn the genocides everywhere, including in the Darfur region of Sudan and against the Rohingya in Myanmar. We condemn the regimes that carry them out, and we commit to consistent, vocal solidarity with people living under oppression.

2. Sign the Apartheid-Free Communities pledge

This pledge, convened by an American non-profit, asks signatories to commit to three things encompassed in an ‘apartheid-free community’: freedom, justice, and equality for Palestinians and all people; opposition to racism, bigotry, discrimination, and oppression; and working to end all support for Israel's apartheid regime, settler colonialism, and military occupation.

When we sat down together to talk it through, the first two came easily. They are already our values. The third is where we stopped.

We stopped for two reasons. First, we want to act within the limits of our authority. Second, we heard from people in this city who told us this language would make them feel targeted rather than heard. We take that seriously.

To this end, we recognize there is a role the city can play in where it puts its procurement dollars, as we have set out below. It is an honest statement of what a municipal government can do, and a commitment to the safety of everyone who calls Vancouver home.

3. Cut ties with Israeli institutions

OneCity has already committed to procurement policies that put local and ethical purchasing first. In practice, that means we must ensure, to the extent possible, city dollars will not flow to regimes states complicit in genocide, either in Israel or anywhere in the world.

We will work with City staff to see that contracts are awarded to local businesses or Canadian companies. Where we have room to act, we will.

4. Recognize the Arab Canadian Lawyers Association's framework on anti-Palestinian racism

Anti-Palestinian racism is real. The silencing of people who speak out against the genocide is a growing problem around the world, and it is happening here. We will defend the right of Vancouverites to protest, and we will never silence advocacy for rights, freedoms, and justice, at home or abroad.

We condemn racism in all forms, including anti-Palestinian racism. We reiterate our alarm and outrage at the surge of anti-Palestinian, anti-Semitic and Islamophobic hate and stand in solidarity with all of those affected. Every Vancouverite, regardless of race, religion, gender, age, ability, sexual orientation, or place of origin, deserves to have their rights protected and to feel safe and included within their community.

Our job, if we are elected, is to make every person in this city feel safe and welcome. We are not confident that adopting an external framework gets us there. We would rather do that work here, in Vancouver, with Palestinian, Arab, Muslim, and Jewish Vancouverites all at the table to establish policies to combat anti-Palestinian, anti-Semitic and Islamophobic racism.

We share these commitments as a team, and most of them line up with the Vote Palestine pledge. Where we differ, we have tried to say why. We also acknowledge the people who disagree with us, and the limits of what a city can control. Our goal is to build a Vancouver where everyone is welcome and feels safe."

— OneCity's Statement on the Vote Palestine Pledge, 2026-09-27

Elections & Voting

Implement an instant run off ranked ballot

"And We’ll Make Your Vote Matter – OneCity commits to an instant run off ranked ballot for mayor and the use of new voting methods, like proportional representation, to ensure that your ballot actually reflects who your neighbourhood wants to lead the City, not just who has the best funded campaign. We’ll get there by supporting a Citizen’s Assembly on Electoral Reform that will recommend either a proportional, ward, or hybrid system to improve diversity and representation, ahead of the 2030 election."

Add after-school care to a proposed new Kingsgate Community Hub
