My approach to local government is simple: set clear priorities, make decisions based on evidence and community input, and follow through on commitments.
In 2022, Council established strategic priorities focused on infrastructure, improving City Hall services, supporting local businesses, enhancing community amenities, and planning responsibly for White Rock's future. Over the past four years, we have made significant progress, but some of White Rock's most important projects are still underway.
I am seeking re-election because I believe now is not the time to change direction. Major initiatives require continuity, long-term planning, and experienced leadership to see them through successfully.
Whether it's infrastructure renewal, improving city services, supporting community events, planning for growth, or investing in public spaces, I believe local government should focus on practical solutions that improve everyday life for residents.
My decisions are guided by a few core principles:

- Spend taxpayer dollars responsibly.

I am proud of what has been accomplished so far, including expanding the White Rock Farmers' Market, supporting the return of the Night Market, reducing permit backlogs, advancing key infrastructure projects, and creating new community amenities.
My goal is to continue building on that progress, complete the priorities already underway, and help ensure White Rock remains a vibrant, livable, and financially sustainable community for current and future generations.

Biography
Elaine Cheung was elected to White Rock City Council in 2022 and is seeking re-election to continue building a strong, vibrant, and well-planned community.
A long-time business owner, community volunteer, and non-profit leader, Elaine brings practical experience in budgeting, operations, strategic planning, and governance. Throughout her career, she has owned and operated multi-million-dollar businesses and has served on numerous boards and community organizations.
Elaine currently serves as President of the White Rock Farmers' Market, where she helped expand it into one of the region's most successful community events, supporting local farmers, small businesses, youth entrepreneurs, and food security initiatives.
During her first term on Council, Elaine focused on delivering practical results that improve residents' daily lives. She supported major infrastructure investments, including the Johnston Road utility upgrades and the Semiahmoo First Nation drainage partnership. She championed the successful Dogs on the Promenade pilot program, supported the return of the White Rock Night Market, and worked to reduce permit backlogs and improve service delivery at City Hall.
Elaine has also been actively involved in housing, culture, and community planning initiatives. As Chair of the Housing Advisory Committee, she helped lead the development of White Rock's first Affordable Housing Strategy, and through her work on arts and culture initiatives, she has supported programs and projects that strengthen community identity and enhance public spaces.
