Elaine Cheung is a White Rock City Councillor, President of the White Rock Farmers' Market, business owner, and community volunteer. First elected in 2022, she is seeking re-election to continue improving infrastructure, city services, and quality of life in White Rock.

Elaine Cheung was elected to White Rock City Council in 2022 and is seeking re-election to continue building a strong, vibrant, and well-planned community.

A long-time business owner, community volunteer, and non-profit leader, Elaine brings practical experience in budgeting, operations, strategic planning, and governance. Throughout her career, she has owned and operated multi-million-dollar businesses and has served on numerous boards and community organizations.

Elaine currently serves as President of the White Rock Farmers' Market, where she helped expand it into one of the region's most successful community events, supporting local farmers, small businesses, youth entrepreneurs, and food security initiatives.

During her first term on Council, Elaine focused on delivering practical results that improve residents' daily lives. She supported major infrastructure investments, including the Johnston Road utility upgrades and the Semiahmoo First Nation drainage partnership. She championed the successful Dogs on the Promenade pilot program, supported the return of the White Rock Night Market, and worked to reduce permit backlogs and improve service delivery at City Hall.

Elaine has also been actively involved in housing, culture, and community planning initiatives. As Chair of the Housing Advisory Committee, she helped lead the development of White Rock's first Affordable Housing Strategy, and through her work on arts and culture initiatives, she has supported programs and projects that strengthen community identity and enhance public spaces.

White Rock has made significant progress since 2022, but the work isn't finished. Elaine Cheung is seeking re-election to help complete the priorities Council started and ensure White Rock stays focused on long-term success.

I am seeking re-election because the work is not finished.

In 2022, Council established clear strategic priorities focused on infrastructure, improving City Hall services, supporting local businesses, enhancing community amenities, and planning responsibly for White Rock's future. We have made significant progress, but some of White Rock's most important projects are still underway.

I believe now is not the time to change direction. Major initiatives such as infrastructure renewal, the Community Hub, waterfront improvements, and long-term growth planning require continuity, commitment, and experienced leadership to see them through successfully.

During my first term, I focused on delivering practical results residents can see and use every day. I supported the Johnston Road infrastructure upgrade, helped reduce permit backlogs, championed Dogs on the Promenade, supported the return of the White Rock Night Market, and helped expand the White Rock Farmers' Market into one of the region's most successful community events.

As President of the White Rock Farmers' Market, a business owner, non-profit board member, and community volunteer, I bring experience in governance, budgeting, operations, and long-term planning.
