Bruce McGuigan

Independent for Victoria Mayor

My goal is a safer, easier and more affordable Victoria. I'll listen to residents first, including through a Citizens’ Assembly, then set clear goals, manage competently and use public resources responsibly. I'll measure results, report back and fix what isn't working.

Climate Change, Heat, Fires, & the Environment

Private Vehicles & Parking

I will work to reduce congestion, prioritize parking for residents near their homes and protect access for businesses and emergency services. Road changes must improve safety and keep the whole network moving.

Walking & Cycling

I cycle and drive, so I know our streets must work for everyone. I'll improve safe walking and cycling routes, protect what works, and fix designs where evidence shows safety, access or congestion problems.

Public Spaces & Services

Sidewalks & Bike Paths

I will improve sidewalk safety and accessibility, support a connected cycling network, and assess street designs for safety, congestion and emergency access. Where evidence shows problems, I will fix them.

Biography

submitted by the candidate or their team
Victoria has been home for more than 30 years. I’ve spent much of my career, business, community leader, managing complex initiatives, leading organizations and improving the systems people depend on.

My family’s roots in B.C. civic life reach back to Vancouver’s earliest years, including a seven-term alderman who became mayor. Our connection to Victoria dates to the 1870s.

Victoria has been my home for more than 30 years. All three of my children graduated from Victoria High School. This is where my family has built its life.

I have spent much of my working life in education, community service and nonprofit leadership. As Executive Director of Family Services of Greater Victoria, I led through periods of change and funding pressure, managed staff, budgets, facilities, partnerships and complex initiatives. I was also a long-term board member and 2025 Acting Director of Victoria Immigrant and Refugee Centre Society, and helped create the Victoria Social Innovation Centre.

I know what it means to be accountable for people, resources and results. As Mayor, I will bring that same discipline to City Hall: listen carefully, set clear priorities, bring people together, use resources responsibly and follow through.

And I will work with anyone who has a good idea for Victoria, regardless of whom they supported in this election.

We can do better together.

Reason for running

submitted by the candidate or their team
Victoria is an extraordinary city. I’m running for Mayor because I believe City Hall can work better: clearer priorities, stronger follow-through, responsible use of public resources and better results.

My guiding principles:

Listen Carefully -

Listen early to residents, frontline workers, businesses, community organizations and people with direct experience, and show how their input shaped the decision.

Manage Competently -

Set clear goals, assign responsibility, measure results, fix what isn’t working and follow through.

Use Public Resources Responsibly

Know what things cost, what they are meant to achieve and whether they deliver value.
