Doug Elford is a 40-year Newton resident, father of four and two-term City Councillor who started as a grassroots volunteer with the Newton Community Association. After 40 years in Newton I see it every day: back lanes, farm roads and parks turned into dumping grounds by contractors, even though the City provides free disposal. A Safe Surrey Coalition council will bring zero tolerance: any company caught dumping loses its business licence and is banned from operating in Surrey for 10 years, individuals pay $10,000 every single time, and cameras will be placed in hotspots to catch them.
